Conservation Strategy for tree population

What do you suggestion about Strategy conservation efforts for the population of trees (in seed sources) with lower genetic variation ? FYI the seed sources have been dicided by goverment (Forestry Seedling and Nursery Agency) and people use their seeds for tree planting in wide-scale.

I am not an expert on tree conservation/seed conservation. This is why I posted the question on gene banks in Indonesia. It would be nice to get more response there. Meanwhile I am trying to contact some experts in Germany.
I just know that you will need as good as possible characterization, controlled storage, a good catalogue and regular gernination control!
